It's a straightforward material difference: aluminum is a metal and conducts heat readily, so an aluminum frame becomes a path for heat in and out of your house. Vinyl is a poor conductor, so the frame works with the glass package instead of undoing it.
They're not painted — the color is part of the material, which is why there's nothing to repaint. The finishes available depend on the product line, and we'll bring you the actual options rather than a swatch of something we can't get.
